Memoranda Of Understanding Between Nigerian State Governments And Terrorists


 The Memoranda Of Understanding (MOUs) between Nigerian State Governments and terrorist groups have been a contentious issue, with some arguing they can bring temporary peace, at least; whilst others see them as supporting and rewarding criminal behaviours indirectly. In recent years, a quirky and unusual peace pacts have been signed between Nigerian State Governments like Zamfara, Katsina, Kaduna, Sokoto, Niger, and others with terrorist groups, with some bandits returning to violence almost immediately despite the deals. 

The Katsina State Government signed multiple peace pacts with the rogues and rapists, including one in 2019, but the bandits disregarded the agreement after receiving several billions of naira from the Katsina State Government. The Zamfara State Government signed a peace agreement with bandits tagged "Cows-for-Guns" in 2019, but true to their roguery blood, the bandits also violated it after receiving billions of naira from the Zamfara State Government. The Sokoto State Government signed a peace agreement with terrorist groups in 2016 and 2019 respectively, but both agreements also faltered because of the bandits non-compliance attitudes. The Kaduna State Government signed a peace deal with bandits in 2024, aiming to achieve peace, security, and stability in the State. But, lo and behold, it failed woefully. After paying billions of naira to the terrorist groups, they defied the agreement with impunity and went on rampage killing and maiming their victims again. The Niger State Government signed a peace agreement with bandits too. Unfortunately, like the others, it collapsed like a pack of dominoes after the Niger State Government had disbursed whooping billions of naira to the faceless thieves. There are other State Governments in the North not mentioned here, where such elusive peace agreements were reached with the criminals, only for those monies to go down the drains as usual. 

All of the above futile peace agreements involved amnesty and financial incentives in exchange for peace which never came to fruition. However, critics argue that these pseudo deals often fail to deliver the lasting peace required because the bandits frequently renege on their commitments since they have no souls, coupled with the dearth of robust monitoring mechanisms for their effectiveness. How can a right-thinking person (or Government) expect criminals who resort to abduction and killings of innocent people as means of taking money from governments, to live up to expectations? How do you expect a gang of dare-devils who surrender congregants worshipping in a Church, lock them up, and burn them alive with petrol, inspite of their victims earnest pleadings for mercy, to honour their promise to desist from banditry and terrorism? The Bible said that the leopard cannot change its skin. Evil people hardly change from doing evil to doing good! After governments have danced to their tunes, they almost immediately go back to kidnappings and killings again, demanding for more money from governments. For example, Boko Haram, a notorious terrorist group, has been responsible for heinous crimes against all latitudes of Nigeria. Others, including ISWAP and Fulani jihadists (operating under the guise of cattle rearers) are also on rampage, killing people, taking them hostages till princely ransoms are paid, and burning Churches, and destroying crops in the farmlands. People call Nigeria a sovereign State. Yet several communities in Nigeria have signed agreements with bandits to allow them have freedom to life and work in their farmlands without being abducted or killed. They pay royalties to bandits yearly. That is why agricultural produce is very costly today. Yet, there is Army and Police and other security agencies in Nigeria. Government uses them only to kill Igbos instead of protecting the entire citizenry. 

 Due to the Nigerian Government's insensitivity to the ceaseless arbitrary killings of people, especially the Christians, President Trump threatened a military action against terrorism in Nigeria if the Tinubu regime continues running with the hares and hunting with the hounds. After President Trump's declaration, the tempo of unprovoked killings and burning of Churches rose up to an ugly cresendo instead of waning. Why? It is because the Nigerian Muslims, Fulani jihadists, and Islamic extremists claim that Trump's intended military actions against terrorism is an infringement on Nigeria's sovereignty. Many of them said that there is nothing like genocide against Christians, whereas it is glaring and felt by many families who lost their loved ones to the terrorists. Due to the incurable corrupt nature of Nigeria, the Muslims have attached religious coloration to Trump's decision so as to dissuade him from intervening in the issue, so that the killing of Christians, burning of Churches, and displacements of tens of thousands may persist. Is it fair to kill fellow human beings just because of religion? Is it right to infringe on other people's rights? In some parts of Nigeria, Fulani jihadists bring their cattle into Churches. Their cattle defecate and urinate in the Churches. They intentionally do this to provoke the Christians and to dishonour the Christian faith. There are cases where the Muslim extremists come to Church premises on Sunday mornings when sermon is going on from the pulpit, only to disturb the worshippers. They play football within the Church premises to provoke the congregation to anger so that they will begin to fight. Government knows all these atrocious activities and keep silent. Government always adopts the attitude of looking at the other way when Christians are killed and persecuted! The level of killings of Christians is so high in Nigeria even though successive regimes may deny it. 

  Recent jihadist attacks against Christians in Nigeria include:

1. On November 20, 2025, Fulani jihadists attacked Christ Apostolic Church (CAC) in Eruku, in Kwara State, Nigeria. In that attack, three persons were killed, and 38 others were abducted, including young women. Nobody knows the whereabouts of the abducted people. Nobody will ever stand up against it. 

2. In the month of August, 2025, armed Fulani jihadists attacked Chakfem Village in Plateau State, and killed at least 15 persons. The Federal Government of Nigeria under President Tinubu also kept quiet as usual because it does not involve their family members. 

3. In April, 2025, at least 51 Christians were killed in coordinated attacks at Bassa County.

4. On November 24, 2025, bandits struck at Ijebu Ode town of Ogun State, killing three persons, and abducting two Chinese men at a quarry. There was no action from Government. 

5. Bandits loyal to Bello Turgi attacked Bargaja village in Isa Local Government Area of Sokoto State. The assault resulted in multiple fatalities, with one suffering serious injuries. At least, 10 persons (men, women, and children) were abducted. Tinubu did not do anything about it. Yet, he claims that Nigeria is a sovereign State. He does not want Trump's involvement in fighting terrorism, even when he can clearly do nothing about it. 

6. ISWAP has confirmed the killing of the 25 Brigade Commander, in Damboa, in Bornu State, Brigadier General Mohammed Ubah, following the ambushment of his convey. The Federal Government has said something about that one since it involves an army officer.

7. On November 17, 2025, bandits abducted 25 girls from Government Girls' Secondary School in Maga, Kebbi State. The attackers killed the Vice Principal of the School, Hassan Makuku, and wounded a security guard seriously. Nobody knows their whereabouts till today. There was no action from Government too.

8. On May, 2025, highly weaponized bandits attacked the hometown of Bishop Wilfred Anagbe (Catholic Diocese of Makurdi) in Benue State. During the attack, many houses were burnt down to ashes, and many Bishop Wilfred Anagbe's relatives were killed, and many other hundreds of victims were helplessly displaced. In that attack also, the entire Convent of Reverend Sisters of the Order of St. Clare was displaced, along with Catholic priest. Reverend Father Solomon Atongo was shot in the leg and abandoned in the pool of his own blood to bleed to death. Though he did not die, he cannot walk again because his bones are broken into shreds. The Tinubu regime kept silent too.

9. During the June 13, 2025 massacre, in Yelwata, Benue State, 278 people (men, women, and children) were killed. A woman lost her five children in the attack, remaining her two months old suckling. So many people were displaced during the invasion. Yet, one Reverend Father Alia, the Governor of Benue State, was bribed by Tinubu's Government to tell the world that there was no such genocide against Christians in Benue State. 

10. In another terrible incident, terrorists stormed St. Mary's Catholic Primary and Secondary School, Papiri in Agwara Local Government Area, Niger State, and abducted 303 students on November 21, 2025. Out of 303 students abducted, 50 escaped from the captors and reunited with their families, the remaining 253 students and 12 teachers are still missing till now. The students were abducted from their hostels by the bandits who rode in on 60 motorcycles and accompanied by a van. The Federal Government of Tinubu also kept silent. When the Chibok girls were abducted during President Jonathan's regime, Tinubu and his people carried placards and protested for the return of the Chibok girls. Today, what happened to Jonathan has happened to Tinubu. He does not have any single solution to it! Nobody has protested against it. If anyone does, he will be arrested and sentenced to jail.

11. In January 20, 2025, Reverend Lawan Andimi, the president of Christians Association of Nigeria ( CAN), Adamawa State Branch, was executed by Boko Haram, after being abducted on January 2, 2025, when terrorists wearing military fatigues attacked Michika town. 

12. Reverend Yahaya Kambasya, a pastor with the United Church of Christ in Nigeria (UCCN), also known as HEKAN, was killed by bandits on October 28, 2025, in Farin Dutse, Kauru Local Government Area of Kaduna State. This attack was a part of a series of incidents targeting Christians communities in the area. Over 20 persons, including Church members, were abducted during the raid. This incident followed previous ones on this same Church, including one in December 2024 where 50 people (men, women, and children) and a pastor were abducted. Up till now, nobody knows their whereabouts! Tinubu does not qualify at all to rule a country like Nigeria. He only knows how to increase the prices of things and put taxes on everything, including chewing sticks!

13. And other killings and abductions not documented.  

The hatred and killings of Christians is in consonance with the injunctions of the Koran. Mohammed Anabi, the founder of Islam, taught his followers to kill all non-Muslims. According to him, their own God (Allah), not ours, promised eternal life to those who obey and participate in the killings of non-Muslims. They call Christians infidels or unbelievers. Unfortunately, we Christians do not know what they want us to believe. For example, the Koran 9: 5 said, "Kill the polytheists wherever you find them." Mohammed Anabi also said in Koran 47: 4, "When you meet the unbelievers, strike their necks." He said again in Sahil Bakhari 3017, "I have been commanded by Allah to fight the people (the human race) until they say there is no god but Allah." When Mohammed was dying, he said, "There shall be no other religion on Arab soil, except Islam." But, very unfortunately for him, when he was dying he said, "I don't know where I am going." Therefore, targeting the Christians for total elimination is an act of implicit obedience to a wicked and devillish doctrine which the Muslims have erroneously imbibed. It is not an accident! It is premeditated. It is preconceived. It is a doctrine of Satan to kill innocent people. It is also evil to impose your faith or religion on people. You can't practise another religion on Arab soil. But, they can practise their own murderous and dark religion in another person's land. Is that not anomalous? Up till this moment, I can find only two good things in Islam. One, their mode of dressings, especially their women, is excellent. Two, their method of burying the dead is very good. That's all! Now, can you see where religion has brought us? Two persons cannot live together peacefully because of religious bigotry. It is very shameful. It is extremely evil! You derive joy from killing people. You make families to weep and mourn. But, you don't want to die. That's a paradox.  

The Federal Government of Nigeria has also taken steps (but I call them feeble steps) to address terrorism, sign a Memorandum of Understanding (MOU) with the African Union (AU) to enhance counter-terrorism cooperation. This agreement tends to strengthen technical capacity, harmonize counter-terrorism policies, and support regional initiatives. The current debates surrounding MOUs with terrorist groups highlight the complexities of addressing insecurity in Nigeria. While some argue that dialogue can bring peace, others strongly believe that it emboldens terrorist groups and undermines government's authority. The salient questions are: First, why on this physical Earth should the government, State or Federal -- a constituted body having Army, Navy, Air Force, Police, and other paramilitary personnels shamelessly sit face-to-face with armed robbers, rogues, arbitrary killers, rapists, kidnappers, and base elements, in a round table to negotiate a peace pact with criminals and products of fornication and adultery? Second question, what are the responsibilities of government (State or Federal)? Is the protection of the citizens not the primary duty of every government? So, why should a group of scoundrels and armed bandits command the State or Federal Government to pay a specific amount of money to them before citizens can have freedom to life? How can armed robbers have the temerity to demand princely ransoms from the power- that-be before farmers can peacefully go to their farms and return home peacefully? So, kindly tell me, what is the duty of the Army, Navy, Air Force, and the other paramilitary agencies in Nigeria? Can't DSS help to tackle insurgency in Nigeria? Is their power only limited to beating Mazi Nnamdi Kanu in custody? Can't the rotten DSS people carry guns and fight against banditry? Must they always wear suits and perfumes? The fact that any government negotiated with terrorists simply means that that government doesn't exist. It means that the terrorists are better than that government. It also means that that government is working together with the terrorists. The government that negotiates with terrorists and pays ransom to them while the Army and Police are sitting complacent on reclining chairs in their barracks should be condemned to death by firing squad! They should be killed because they are the real TERRORISTS killing innocent Nigerians.

 Late General Sani Abacha once said that if insurgents or criminals cannot be arrested under 24 hours in Nigeria, the government's hand (interest) is in it. Is it not true. He said that because that he knew that if any incumbent regime wants to deal summarily with insurgency or banditry, it has enough power and resources to do it. But, when government is funding terrorism and uses it to syphon resources for its own selfish aggrandizements, foolish people will begin to think that terrorists are very strong. No. They are not strong. The government likes what they are doing because it gets huge money from the terrorists. All those Nigerians who kicked against Trump's intending military actions against terrorism in Nigeria, alleging infringement on Nigeria's sovereignty and loss of in-ground resources to US, are either benefiting from terrorism directly or indirectly, or they are gullible. Which sovereignty are you talking about? Is Nigeria a sovereign State at all? She is not, please! All sovereign States protect their citizens. There is no rule of law and equality before the law. There is no freedom of speech or expression. There is no freedom of association. There is no freedom to life. In Nigeria, there is no freedom to life as you can see. Therefore, all those people, especially the fake pastors and reverend fathers, who said that there is no Christian genocide are cursed forever!   

What a great shame that State Governments in Nigeria pay princely ransoms to the tune of billions of naira to rogues and armed robbers (children of harlots) to allow citizens live in peace and move freely. What an indescribable loss of honour to Nigeria! What are the responsibilities of the Army and Police and other security agencies everywhere in the country? Nigeria is the most corrupt and wicked nation under the Sun. If not, tell me a country that has Army and Police and other security agencies that ends up condescending to a beggarly level to negotiate with killers and pay them money. After each payment, their funders will tell them to start kidnapping again. That means, government will pay another ransom whereas workers at both State and Federal Government levels have not been paid. Criminals are paid in billions of naira, while good workers are starving. 

President Tinubu knows all the terrorists and bandits funders in Nigeria. Does he not know Sheikhs Ahmad Gumi? Does he not know El Rufai? Was it not in the presence of El Rufai that Buhari flagged off banditry in April, 2014? Was he not among the Northern Elders who addressed the 6, 000 herdsmen drawn from Senegal, Libya, Mali, Sudan, and Chad, and Niger to fight the jihadists war against Nigerians under the guise of cattle rearing? Tinubu eats and drinks with terrorism funders daily. But, since they helped him to become president of Nigeria, and he wants them  to help him again in 2027 presidential election, he can't talk to them. If he challenges them, they will open the can of worms which Tinubu is hiding. Nigeria Army is strong. Our Navy is strong. Our Air Force is per excellent too. But, as far as fighting terrorism is concerned, they can't handle it because the people sending them to fight terrorism in the forests are the terrorists themselves. It is not terrorists and bandits that kill Nigerians and burn Churches. It is the government that does it. Terrorism persists in Nigeria because government and terrorist groups are father and son, mother and daughter. One is six, the other is half a dozen. They are the SAME! Shame to Nigeria, the country of corruption and evil!
