It  has been proved beyond all reasonable doubts that android phones emit radio frequency (RF) radiation, which has raised concerns about potential health risks. The United States' Federal Communication Commission (US' FCC) regulates RF exposure limits for mobile phones in US. The US' FCC sets limits for RF exposure, including:

1. Special Absorption Rate (SAR):

The US' FCC requires mobile phones to comply with SAR limits, which measure the amount of RF energy absorbed by the body of mobile phone users. 

2. RF Exposure Limits:

The US' FCC sets limits for RF exposure, including limits for occupational and general population exposure.

6. Transmitters must not be co-located or operating in conjunction with any other antenna or transmitter.

7. Devices operating in the 5150-5250 MHz frequency band are limited to indoor use only to reduce potential interference with co-channel Mobile Satellite Systems.

8. High power radars have priority in the 5250-5350 MHz and 5650-5850 MHz bands and may cause interference damage to devices.

Presently, there is a persistent debate surrounding mobile phones and health risks due to the following factors:

1. Radiofrequency (RF) radiation's interactions with biological systems is complex, making it very challenging to establish clear empiric causal links.

2. Many studies have investigated potential health risks, but findings are often inconclusive and inconsistent too.

But, while the debate continues, many Governments and international organizations have recommended precautionary measures, such as:

Limiting phone use, using hands-free devices

2. Keeping phones away from the body

3. Regularly taking breaks from phone use to reduce eye strain, and promote physical activities. 

The ongoing debate highlights the need for continued research and cautious approach to mobile phone use.
